Parliament finally informs Members about ceiling incident

4. Security on or in the vicinity of the European Parliament’s premises
4.1 Media access to Parliament’s premises
The Quaestors,
- noted the complaints of two Members and the European Federation of Journalists concerning an incident which occurred in Strasbourg on a Friday following a part-session, related to the filming by a TV channel crew of a number of Members who had gone to sign the register and the subsequent eviction of that crew on the orders of the Secretary-General;
- pointed out that the “Rules governing photographers and television crews inside the buildings of the European Parliament in Brussels and Strasbourg” (adopted by the Bureau on 7 September 2005) stipulate:
“Filming and photography are strictly prohibited”
(…)
– in areas and offices reserved for parliamentary services, including those allocated to the Members’ financial affairs unit” (Article 3),
“television crews, photographers and those accompanying shall have due regard to the dignity and privacy of all individuals present within the building” (Article 4);
- concluded that the TV channel crew breached the rules in question, which they had undertaken in writing to comply with;
- expressed its full support to the Secretary-General for the handling of this issue;
- decided to inform the above-mentioned Members and the European Federation of Journalists accordingly..
